A lawmaker proposes to legalize an acceptable blood alcohol level for drivers

At one of the meetings of the parliamentary committee on judicial and legal issues, law enforcement, the fight against crime, and countering corruption, Deputy Dastan Bekeshev proposed the initiative to include an allowable blood alcohol content level for drivers in the legislation. This proposal became part of the discussion on a draft law aimed at tightening responsibility for traffic violations related to alcohol intoxication.

As part of this draft law, it is also proposed to clarify the procedures concerning the revocation of driving licenses, the recording of offenses, and the registration of vehicles and mopeds.

Deputy Bekeshev noted that it is important to establish clear parameters for the allowable alcohol level, as in some cases, breathalyzers may incorrectly detect alcohol in sober drivers. According to him, "sometimes after consuming kefir, a breathalyzer may show the presence of alcohol, even though the person is completely sober."
He provided examples where the smell of alcohol may be present in people taking medications or in diabetics, which also does not indicate intoxication. In such cases, drivers may face a fine of 80,000 soms and the revocation of their license, which, in the opinion of the parliamentarian, is unfair.

Bekeshev proposed setting the allowable alcohol level at 0.3 promille for drivers. However, Deputy Minister of Internal Affairs Oktobyr Urmambetov reminded that there is already a provision in Kyrgyzstan allowing a level of 0.3 promille while driving.
