A draft law has been registered in parliament that proposes to reduce the number of members of the Central Commission for Elections and Referendums. Deputies are confident that this decision will enhance the efficiency of the commission's work.

Research shows that the number of electoral bodies in different countries varies depending on their powers, the size of the territory, and the population. The experience of foreign countries demonstrates that a large number of members does not always contribute to better performance and prompt decision-making. Reducing the composition of the CEC will allow for optimized management, decrease the financial burden on the country's budget, and increase the accountability of each commission member for their decisions.

Initiators emphasize that in the context of an electoral campaign, the speed of response is crucial. The need for quick resolutions on issues such as candidate registration or the annulment of decisions made by lower commissions requires an operational approach. The more members a collegial body has, the harder it is to reach consensus and conduct voting.

In this regard, it is proposed that the composition of the CEC be formed for a term of five years and consist of seven members (instead of 12). The Jogorku Kenesh will elect three members upon the president's proposal and four on its own initiative, considering that no more than 70% of them can be of the same gender. The dismissal of commission members will also be carried out in accordance with the conditions established by law (under current legislation, half of the members are elected on the president's proposal, and the other half on the initiative of the Jogorku Kenesh. - Note from Kaktus.media)

Additionally, the draft law proposes changes to the Law "On the Regulations of the Jogorku Kenesh of the Kyrgyz Republic" concerning the early dismissal of CEC members. According to the new rules, the president will present proposals for the early dismissal of three members, while the Jogorku Kenesh will do so for four.

This approach will help avoid legal uncertainty and ensure the completeness of the personnel cycle. The proposed changes do not violate the principle of independence of the CEC but merely clarify the mechanisms for its formation to enhance work efficiency, the authors of the draft law note.
