A Youth Council was Established in the Jogorku Kenesh under the Speaker
According to him, the main tasks of the council will be to promote the involvement of youth in the social, cultural, and political life of the country, as well as to protect the interests of young citizens and develop proposals for improving youth policy.
The council will regularly meet with young people, as well as with deputies of local councils, teachers, entrepreneurs, healthcare workers, and activists. The council will include people's deputies and representatives of government structures who will discuss initiatives and issues concerning youth. All matters requiring attention will be brought to parliamentary discussion.
It is planned to launch an educational school for youth, conduct various campaigns, flash mobs, and events for international experience exchange.
The establishment of the council is being carried out on a voluntary basis, and participants will work without compensation. Tabyldy Muratbekov noted that if funding is needed, projects will be developed to obtain grants from international organizations.
As a justification for the creation of the council, he cited examples of successful youth engagement in neighboring countries. For instance, Uzbekistan has an Agency for Youth Affairs with a budget of $36.7 million and 10,000 employees. In Kazakhstan, the Committee for Family and Youth Affairs has 200 staff members and a budget of $12 million. In contrast, in Kyrgyzstan, youth policy is represented only by a small department in the Ministry of Culture, which has just seven employees and a budget of $435,000.
In Kyrgyzstan, youth are considered to be citizens aged 14 to 35, with a population of about 2.5 million.
“This is our resource for the future. Support and proper guidance for youth will be the key to successful development. While building new buildings and roads, as well as implementing large projects, is important, priority should be given to attention to youth,” concluded Tabyldy Muratbekov.
