According to Japarov, oversight of the legality of the actions of all state bodies will be carried out by the General and Military Prosecutor's Offices. "The creation of the Investigative Committee is a step towards thinking about the future and the sustainability of our state," he added.
Japarov also noted that both operational staff and investigators work within the structures of the State National Security Committee and the Ministry of Internal Affairs, which creates certain problems. For example, if an operative improperly conducts a case, the investigator may refuse to accept it, but under pressure from the minister, they may be forced to initiate a criminal case. "Unfortunately, such cases of injustice do occur," the president explained.
An important part of the reform will be that the Investigative Committee will be able to dismiss cases if they do not have sufficient grounds for initiation. This, according to Japarov, will help avoid unjustified detention of citizens and ensure high-level protection of human rights.
The president also touched upon the topic of economic cases, stating that if a crime has indeed been committed, the guilty will be arrested, and if a person has been slandered, they will be released immediately. "The creation of two independent bodies will allow for more balanced decisions," he added, noting that implementing these plans will require preparing the appropriate infrastructure and submitting draft laws to the Jogorku Kenesh.
The implementation of this reform is planned for next year, after the SCO summit and the World Nomad Games.
