A Investigative Committee Will Be Established in Kyrgyzstan

In an interview with the Kabar agency, President Sadyr Japarov announced plans to create a new Investigative Committee in Kyrgyzstan, which will take on key investigative functions.

He noted that as part of the reform of law enforcement agencies, the General and Military Prosecutor's Offices will oversee the legality of the actions of all law enforcement bodies.

The President emphasized: "We will create a new Investigative Committee that will perform the main investigative functions. At the same time, the General and Military Prosecutor's Offices will monitor compliance with the law by all structures."

Explaining the need to establish a new body, Japarov pointed to existing problems within the law enforcement system.

He mentioned that currently, there are operational search units and investigators in the State Committee for National Security (SCNS) and the Ministry of Internal Affairs (MIA) that report to one minister. "For example, an operative can provide case materials that are, so to speak, unjust, and a person can be 'set up'," he added.

According to the president, investigators often see that a case has no prospects but are forced to follow the directives of their superiors.

Japarov gave an example: "An investigator, upon receiving a case, understands that it will not hold up in court and refuses to accept it. But the minister calls him and says: 'Accept it and initiate a criminal case!'. The investigator has no choice but to comply."

He acknowledged that the system can be unjust.

The president added: "It cannot be denied that facts of injustice exist today."

According to him, the new Investigative Committee will report directly to the president and will not accept "raw" or fabricated cases.

He also stated: "Such a committee simply will not accept 'raw' or fabricated cases presented by operatives or ministers. Criminal cases will not be initiated."

Sadyr Japarov emphasized that this will help protect the rights of citizens.

He said: "Citizens who face injustice will not end up behind bars — they will be released. Only in this way can we ensure the observance of human rights, even if not 100%, then at least 95%. This will ensure safety for future generations."

Speaking about crimes in the economic sphere, the president added that those guilty will be punished, while those who were unjustly accused will be released.

"If you really committed a crime — you will be punished, and if you were slandered — you will be freed. When two different bodies do not report to each other, correct and objective decisions are born between them," he noted.

The president shared that the reform is aimed at the long-term perspective: buildings and technical infrastructure will be prepared, a decree will be issued, and corresponding bills will be submitted to the Jogorku Kenesh.

He said: "This is work for the future. We will prepare buildings and technical infrastructure, issue a decree, and the corresponding bills will be submitted to the Jogorku Kenesh. After their adoption, organizational work will begin."

The practical implementation of the reform is planned to start later.

Japarov concluded: "This year we will hold the SCO summit and the Nomad Games, so we will begin implementing the reform next year."
