Zhapаров: The GKNB will focus solely on intelligence and counterintelligence

During the conversation, the president discussed the criticism directed at the GKNB, noting that he is aware of public remarks that the employees of this service have become too open and often display their identification.

Japarov emphasized: "I have repeatedly told my friend that it is necessary to raise the authority of the GKNB. The prestige of this service should be at the level of the KGB of the USSR. Otherwise, we see employees showing their IDs even in public places. This needs to be corrected."

The president also touched upon issues regarding the detention of special service employees and the expansion of their powers. He stated that regarding the recent incidents related to the "fight against intimate services," he has already expressed his opinion: "This area should be under the control of the Ministry of Internal Affairs, so as not to lower the level of the GKNB."

Sadyr Japarov noted that investigations are underway concerning individuals involved in corruption cases, but details are not yet disclosed.

Speaking about the reform of the GKNB, the president reminded that the Border Service and the State Guard Service have already been separated from the agency.

He added that a large-scale reform of the law enforcement agencies is expected ahead, which will begin as soon as the existing delays are overcome.

According to him, the GKNB will focus on its core tasks: intelligence, counterintelligence, protection of the constitutional order, as well as combating terrorism and drug trafficking.

The president emphasized that the GKNB will have powers only in these areas and will not interfere in the economy. "No one should know what the GKNB is doing and who its employees are," he noted.

In his opinion, after the reform, the GKNB will become a "real special service," similar to the former KGB.

Sadyr Japarov also reported that after the reform, the Ministry of Internal Affairs will focus solely on its direct responsibilities.

The reform is envisioned for the long term, with the need to create infrastructure, prepare decrees, and draft laws for the Jogorku Kenesh.

"This is work for the future. We will prepare buildings and technical infrastructure. A decree and corresponding draft laws will be issued, which will be submitted to the Jogorku Kenesh, and after their approval, organizational work will begin," he added.

The president noted that the implementation of the reform will start later, as this year Kyrgyzstan will host the SCO summit and the World Nomad Games.

Thus, the start of the reform is planned for next year, assured Sadyr Japarov.
