The Cabinet banned fees and tightened the responsibility of schools for refusing to accept children

The Cabinet of Ministers has adopted a new resolution regarding the enforcement of Articles 1022, 1023, and 1024 of the Code of Offenses, aimed at protecting children's rights in educational institutions, including kindergartens, schools, and lyceums.

This document establishes the procedure for accounting for children of preschool and school age, as well as introducing administrative responsibility for unjustified refusal of admission, including for children with disabilities. Collection of fees and any psychological pressure on parents, students, and educators is prohibited.
The resolution also increases the responsibilities of staff and leaders of educational institutions.
They are required to ensure access to education without discrimination, create safe conditions, prevent illegal collections, and avoid pressure on all participants in the educational process.

In case of violation of these provisions, leaders and teachers will bear personal responsibility in accordance with the Code of Offenses. These norms apply to the systems of preschool, vocational education, and additional education institutions.
It is prohibited to use educational institutions for fundraising not provided for by law.
Public funds and other organizations are not allowed to raise funds through schools and other educational institutions, which also entails administrative responsibility.

Furthermore, in the system of initial vocational education, a requirement for the professional development of educators at least once every five years is introduced.

The Ministry of Education and the Ministry of Internal Affairs are tasked with conducting explanatory work among educators and leaders of educational institutions, as well as parents, about the consequences provided for in Articles 1022–1024 of the Code of Offenses. The resolution comes into effect ten days after publication and replaces the existing procedure for accounting for children that has been in place since 2017.
