Resolution No. 108, signed on February 17, aims to implement norms related to the protection of the rights of students, according to Articles 102-2, 102-3, 102-4 of the Code of Offenses, with the goal of ensuring the rights and freedoms of students in state and municipal educational institutions.
Additionally, new norms have been included in the charter:
- Educational institutions of primary vocational education must guarantee the observance of the rights of students as provided by the legislation of the Kyrgyz Republic, including the right to receive safe and non-discriminatory education, the choice of the language of instruction, and protection from violence and humiliation.
- Teachers and heads of educational institutions are responsible for violations of students' rights in accordance with the legislation on offenses.
- Unjustified refusal to admit a child, including children with disabilities, to state and municipal educational institutions will be punished in accordance with the legislation of the Kyrgyz Republic.
- guarantee equal access to education for all students and avoid unjustified refusals to admit children, including those with disabilities;
- not allow illegal fundraising and pressure on children and their legal representatives.
Teachers are also liable for illegal fundraising and pressure on parents and children in accordance with the legislation of the Kyrgyz Republic.
Public funds and other organizations are not allowed to use educational institutions for fundraising not provided for by law.
Violations of this prohibition will result in liability for public funds, organizations, and their leaders according to the legislation of the Kyrgyz Republic on offenses.The Ministry of Education, together with the Ministry of Internal Affairs, has been tasked to:
- organize explanatory work among the leaders and teachers of educational institutions about the measures of responsibility according to Articles 102-2, 102-3, 102-4 of the Code of Offenses;
- take additional measures in accordance with this resolution.
