Turmush reported that on February 19, the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, introduced the new mayor of Osh — Janarbek Akayev.
Toktorbaev also noted the wisdom and hospitality of the city's residents. "These are people loyal to friendship. I served as mayor at the request of the president for one year and two months. Together with my team, we accomplished a lot for the improvement of the city. We can be proud of our work and have no grounds for reproach. All tasks have been completed almost 100%. At the moment, we are building four bridges and three roads. Janarbek Kubanychovich [the new mayor], we know each other and have worked together in the Jogorku Kenesh. I am ready to share my ideas and plans with you. My departure from the position was a conscious decision," he added.
Toktorbaev also thanked his colleagues and said goodbye to the team. "Dear colleagues and deputies, I once again express my gratitude to the people of Osh. Wherever we went, the people always supported us. Janar is an honest and educated person. Now you will work together. I am sure you will continue in the same spirit. As I said before: the city remains yours. Sonunbek Kalmamotovich [Junusbaev — deputy mayor], you have done a lot for municipal territorial administrations and for planting seedlings. In the residential area of Ken-Sai, flowers need to be planted, and there is plenty of work in Ene-Sai. We worked like brothers, and I tried to be your older brother, although there were various moments during the work process.
If I was strict with you, scolded, or hurt any of you, I apologize. Work is work. At the very beginning, I warned that I could be demanding. But in life, I am a simple person. My doors are always open, and I will be glad to see you. I hope that in the city of Manas, you now have a brother by name. I want to be with you in joyful moments. If I come to Osh, I will try to meet with you as with family. I acknowledge that I was sometimes strict with our female employees [the female staff of the mayor's office]. Time goes on, and no one remains in office forever," he concluded.
