Orphans won't manage the state mortgage. The deputy called for the construction of dormitories and service housing.

At a meeting of the Jogorku Kenesh, Deputy Dastan Bekeshev expressed the opinion that orphans will not be able to cope with state mortgages and called on the government to provide them with support. He noted that while there have been some improvements in the country, such as the accrual of deposits from an early age, this is clearly not enough to solve the housing problem.


 One should not dream that all orphans will be able to take out a state mortgage; many simply will not be able to manage it. This issue needs to be thoroughly studied.

According to Bekeshev, the issue of housing provision concerns not only orphans but also other vulnerable groups, including people with disabilities. The main obstacle to obtaining housing is the requirement for a stable income.

“What should those who do not have a regular income do? Where should they live? The government must intervene — let’s create dormitories and service housing. State mortgages are developing, but with rising inflation, they are becoming increasingly less accessible,” he emphasized.

The deputy also suggested bringing the issue of housing provision for socially vulnerable citizens to a separate government meeting.
