In Kyrgyzstan, temporary driving licenses for beginners are being introduced for one year

In the new draft resolution of the Kyrgyz government, graduates of driving schools will not be able to immediately obtain permanent driver's licenses. Instead, they will be issued a temporary national driver's license valid for one year.

According to the presented document, the standard training program lasts for 10 months. However, if a trainee demonstrates high results, they will be able to take the exams earlier, after four months of training.

Despite the duration of training, driving school graduates will not receive a permanent license immediately. The temporary license will only be valid within the territory of the republic.

To obtain permanent driving rights, the main condition will be compliance with traffic rules. If within the first year the driver commits three or more violations (or becomes the cause of a traffic accident), the temporary license will be revoked, and they will have to undergo additional training at a state driving school for six months. Those who successfully complete the probationary period will be able to obtain a national license.

The creators of the reform explain that such measures are necessary due to the increase in the number of traffic accidents involving inexperienced drivers. The new system implies a "phased admission" to driving: the first year will be a probationary period during which newcomers can demonstrate their skills and knowledge of the rules in real conditions. For drivers who already have permanent licenses, the rules will remain the same.

Discussion of the draft government resolution will continue until February 27.

It should be noted that the reform in the field of driver training and license issuance began under the supervision of President Sadyr Japarov at the end of 2025.
