These amendments are aimed at improving the procurement and supply process for medicines and medical devices.
The updated document clarifies the interaction mechanism, which now includes the Mandatory Health Insurance Fund. This means that issues related to financing, payment, and contract performance control will be addressed jointly by the Ministry of Health, the MHIF, and the state enterprise "Kyrgyzpharmacia".
Additionally, "Kyrgyzpharmacia" is now required to:
- organize the return and replacement of medications and medical devices in case of defective goods or non-compliance with contract terms;
- take measures to reduce the risks of delays or incomplete deliveries, including the use of guarantee mechanisms and sanctions under the contract.
It was also established that "Kyrgyzpharmacia" has the right to demand timely and full payment under contracts from the Ministry of Health, the MHIF, and medical organizations, including advance payments.
Advance payments may reach up to 100 percent of the contract amount, depending on the actual receipt of funds from the republican budget and resources of the Social Fund.
The resolution will come into effect seven days after its official publication.
