At the meeting of the committee on finance, budget, and competition development on February 16, Talieva expressed concerns about the project with the International Development Association that the deputies were discussing. She mentioned that the donor allocates $362.7 million for the energy sector, including funds for the construction of the Kambar-Ata HPP-1.

The deputy reminded about the situation with "Liglass," when under Sapар Isakov, $37 million was allocated for the HPP, which later fell on the shoulders of citizens. "At that time, the funds were not accounted for, and we could not find any trace of them. Now funding is planned to be carried out through trust funds, but our regulatory legal acts lack the necessary conceptual apparatus. We must be careful so that this does not become another 'Liglass,'" Talieva emphasized.

In response to her words, Deputy Finance Minister Nurbek Akzholov noted that the proposed funding mechanism has been agreed upon with the World Bank: developed countries contribute funds, which are then transferred to developing ones.

Recall that in 2012, Kyrgyzstan and Russia signed an agreement for the construction of the Upper Naryn Cascade of HPPs, which includes four power plants. Work continued until 2015, but then funding was suspended due to the crisis in Russia. In January 2016, at the initiative of President Almazbek Atambayev, the agreement was terminated, and Kyrgyzstan was left with a debt of $37 million, which Russia invested in construction.

In June 2017, Atambayev announced a new investor ready to implement the project. On July 10, during the signing of the agreement, the Czech company Liglass Trading CZ s. r. o. was revealed, which took on the obligations.

After the signing of the agreement, a scandal erupted involving the presidents of both countries and their administrations. Kyrgyzstan stated that the Czech company did not pay $37 million to "RusHydro."

In September 2017, Deputy Prime Minister Duyshenbek Zilaliev announced the termination of the contract with Liglass Trading. He reported that the amount of $1 million 147 thousand, transferred by the company as a guarantee deposit, would remain with Kyrgyzstan.

In June 2018, new Prime Minister Mukhammedkaly Abylgaziev, presenting a report to the Jogorku Kenesh, acknowledged that unsuccessful projects, including cooperation with "Liglass," negatively affected the results of the work. He noted that the project turned out to be unsuccessful and the issue of the $37 million has still not been resolved.
