In an interview with the publication "Kabar," President Sadyr Japarov stated that he will not allow the division of Kyrgyzstan into north and south. He emphasized the necessity of finally eliminating the regional split that has been exploited by politicians for their own interests for many years. According to him, the current personnel reforms and rotation of leaders in the regions are aimed at strengthening the unity of the country and reducing the influence of clan and regional factors.
“I will never allow the country to be divided into north and south. Politicians use such divisions when it benefits them, while ordinary people become instruments in their games,” he noted.
Since gaining independence, politicians have constantly divided the country into north and south. Sadyr Japarov, who entered politics in 2005, witnessed this phenomenon firsthand: half of the government represented the north, while the other half represented the south. He pointed out that even in certain ministries, efforts were made to maintain such a balance, and it was painful for him to see this.
At that time, he promised himself that if he were destined to become president, he would work on correcting this problem.
Since 2021, as the president notes, such divisions have begun to disappear. The rotation of district akims, judges, as well as heads of the Prosecutor's Office, the State National Security Committee, and the Ministry of Internal Affairs has been implemented.
All akims and judges have been replaced 100 percent: there are no southern akims in the south, all appointments have been made from the north, and vice versa. A similar situation is observed among judges. These measures have already yielded results, and the level of division has decreased.
In the future, under favorable conditions, it is planned to continue reforms at the level of ayil okmotu. This is necessary because local leaders sometimes allocate resources in favor of their relatives. Often, tenders are won by people close to them, and lands are rented by their relatives. There are quite a few such cases.
We will gradually address this problem as well, but it will take time, as issues related to housing also need to be resolved.
The president added that there are other methods to combat the division between the north and south.
