Orozbekov was born in 1978 and graduated from the International University of Kyrgyzstan, where he studied diplomacy and international law. He also trained at the FSB Academy of Russia.
Adilet is fluent in Kyrgyz, Russian, and English.
He holds the rank of colonel and the class rank of adviser of the 1st class of the state civil service.

Orozbekov began his career in national security agencies in 2001, starting as an operational officer. Throughout his service, he held various positions, including leadership roles, until 2017.
- 2007-2009 — Deputy Head of the Department for the Protection of the Constitutional Order in the National Security Service of the Kyrgyz Republic;
- 2009-2010 — Head of the International Cooperation Department and Deputy Head of the State National Security Service of the Kyrgyz Republic;
- 2012-2017 — Chief Expert of the Anti-Terrorism Center of the State National Security Committee of the Kyrgyz Republic;
- Since 2017, he worked in the Ministry of Foreign Affairs and in the office of the national coordinator for the Shanghai Cooperation Organization;
- 2017-2019 — Referent of the Secretariat of the Shanghai Cooperation Organization in the capital of China, Beijing;
- 2023-2024 — Expert of the Situational Center of the Administration of the President of the Kyrgyz Republic;
- Since December 2025 to the present — State Inspector of the Department of Defense, Law and Order, and Security in the Office for Monitoring the Implementation of Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.
