
The working group responsible for informing voters and ensuring compliance with campaign rules found that on January 17 of this year, Erkinbek Kyrbashov, using his Facebook page, published a post about Gulnura Apsabirova. In this message, he highlighted her professional achievements and characterized her as a "patriotic woman," adding that she has supported the incumbent president since 2015. The post included photos of the country's top leadership. On the same day, Apsabirova reposted the information, expressing gratitude for the support and announcing her intention to participate in the elections.
Analysis of materials on her page revealed a violation of the conditions of election campaigning.
The working group also discovered that the republican newspaper "Kyrgyz Tuusu" published the election programs and informational materials of candidates Gulnara Abdrzakova and Arslanbek Egemberdiev, representing multi-mandate constituency No. 13, on February 6.
According to the approved calendar plan for the preparation for the repeat elections of deputies of the Jogorku Kenesh, scheduled for March 1, 2026, election campaigning will begin on February 9.
In addition, materials from the Department of Internal Affairs of the Jalal-Abad region (Bazar-Korgon ROVD) were submitted to the CEC regarding violations of campaign rules by Nuraly Chilyanov. The submitted materials indicated that on February 6, he distributed a campaign leaflet "I serve for my people" in a WhatsApp group, calling for support for the candidate from multi-mandate constituency No. 13, Almazbek Chomoев.
The working group proposed imposing a fine of 7,500 soms on candidates Apsabirova, Abdrzakova, Egemberdiev, and Bazar-Korgon district resident Chilyanov, in accordance with Article 65 of the Code of Offenses.
The newspaper "Kyrgyz Tuusu" was also fined 28,000 soms.
We remind you that on December 3, 2025, the CEC reviewed violations in constituency No. 13, where 94 polling stations were established. There are 160,340 registered voters in the constituency, and 14 candidates participated in the early elections. During the inspection, it was found that representatives of candidates, registered as observers at 35 polling stations, installed cameras without permission on election day, violating the secrecy of voting. As a result, the CEC canceled the registration of all 14 candidates who participated in the elections.
