He pointed out that for several years, government agencies had not made changes to the system of issuing driver's licenses. "In the past, licenses were sold in the underground passages of Moscow, private companies were engaged in document forgery. Now the state is gradually addressing this problem by starting to issue licenses independently. In 2025, 900 people died in traffic accidents, including 99 children. We must remember this. It is necessary not only to rely on statistics but also to consider the suffering of families who have lost loved ones. This issue is being addressed systematically," the deputy noted.
According to him, no reform goes without pain, and a test mode is currently underway, which will last until August 30.“Decisions will be made only based on the results of the pilot. Therefore, I propose to stop any discussions and allow the state to act. The lives of citizens are the most important thing. A car is not just a means of transportation, but also a potential threat to life. This issue must remain under the control of the authorities,” Uzakbaev added.
Marlen Mamataliyev, for his part, noted that reforms take time and can lead to significant changes.
“It is impossible to carry out cosmetic repairs in an old building endlessly. Eventually, it needs to be demolished and rebuilt. Don't we have problems with driver's licenses? Or should we turn a blind eye to this? Even on birthdays, gifts could have been in the form of licenses, although the birthday people did not undergo training. Police officers sold fake documents. Taxi drivers in Moscow were prohibited from working, claiming that their licenses were purchased. About a thousand people die every year! 100,000 children have died in the war. They can't even cross the road, and that's why we drive them ourselves. Reform is always difficult, but the results will be visible later. Let's trust them and wait," the deputy addressed his colleagues.
