According to the clarifications, the amendments aim to strengthen state control over the technical inspection process, enhance road safety, and improve the quality of services provided.
Among the key aspects of the new amendments:
- The functions previously performed by the technical center under the Main Department of Road Safety of the Ministry of Internal Affairs are now transferred to the State Center for Vehicle Registration and Driver Licensing, which is under the administration of the President;
- The decree updates the names of the responsible authorities, reflecting the creation of a new structure;
- The administration of the President is now also included in the list of bodies involved in the implementation of the technical inspection reform.
The decree comes into effect upon its official publication.
As noted by the administration of the head of the Kyrgyz Republic, the changes are aimed at creating a more transparent, modern, and efficient technical inspection system that eliminates corruption risks and ensures price stability for services.
