In November 2025, Bishkek submitted a request to the EAEU court for clarification of the provisions of the agreement regarding mandatory health insurance. This request initiates a process in which the court prepares an advisory opinion that is recommendatory in nature.
Zakharova emphasized that the issue of health insurance in the context of the EAEU has been discussed for a long time. It is related to differences in the interpretation of the agreement from May 29, 2014, and its application practices in the member countries.
She pointed out the various health insurance systems in the countries of the union: Belarus has no mandatory health insurance, in Armenia it is in the implementation stage, while in Kyrgyzstan and Kazakhstan it is functioning but has significant differences from the Russian model. In Russia, only labor migrants from EAEU countries have the right to mandatory health insurance, but not their families.
