Claim or clarification: The Russian Foreign Ministry on Kyrgyzstan's position in the EAEU Court
She noted that the Kyrgyz side confirmed that what is being discussed is not a legal dispute, but a request for clarification of the terms of the Eurasian Economic Union Treaty. In particular, it concerns the provision of mandatory health insurance for the families of labor migrants.
Zakharova also emphasized that the issue of health insurance within the EAEU has been discussed for a long time, as there are discrepancies in the interpretation of the provisions of the treaty. Russia, along with Kyrgyzstan, is awaiting a decision from the EAEU Court regarding the issuance of mandatory health insurance policies for migrant families.

The representative of the Russian Foreign Ministry also pointed out the diversity of national healthcare systems among the member states of the union. In particular, Belarus lacks a mandatory health insurance system, while Armenia is just beginning to implement the relevant mechanisms. Kyrgyzstan and Kazakhstan have a mandatory health insurance system, but it differs significantly from the Russian one.
It should be noted that in Russia, access to mandatory health insurance is available only to workers from EAEU countries, while their families are not covered by this system.

Bishkek emphasized that this appeal is related to the need for a legal interpretation of the norms of the EAEU Treaty.
