Kyrgyzstan: Personnel Changes from January 26 to 30

Over the course of the week, several significant personnel changes took place in the Kyrgyz Republic.

Kairat Tursunkulov has been appointed the new Deputy Minister of Foreign Affairs.


He replaced Temirbek Erkinov, who has been transferred to the position of Deputy Minister of Health.

Kairat Tursunkulov was born on May 23, 1985, and has been working in the Ministry of Foreign Affairs since 2009, starting as an intern and rising to the position of Director of the State Protocol Department. He has also worked in government institutions and representations of Kyrgyzstan in Germany, Austria, and Belgium. He holds the diplomatic rank of First-Class Counselor.

Dastan Uraanov has been appointed Deputy Director of the Urban Development Department.


This position was previously held by Daniyar Bapyshov, the current director of the department.

Dastan Uraanov is a specialist in urban planning and has been working in the architectural field since 2015, previously serving as the head of Production Department No. 8 in the Urban Development and Architecture Department.

Bolot Junusov has taken over the state enterprise "Kyrgyzpharmacia."


Since March 2025, this organization was headed by Talant Sultanov, who left the position on January 19.

Bolot Junusov, born in 1973, is a diplomat and holds a PhD in Economics. He has held numerous high positions, including Deputy Head of the Government Office of Kyrgyzstan and Ambassador to Russia.

Additionally, Samarbeka Bolotbekov has been appointed Deputy Director of "Kyrgyzpharmacia." He previously served as the head of the Sverdlovsk District Administration and Mayor of Naryn, as well as Director of the Individual Housing Construction Department in Bishkek. He is an expert in law and the founder of the law firm "Lux-Consult."

Elvira Esengul kyzy has been appointed Deputy Chair of the Board of JSC "GIK."


This position was previously held by Asylgul Sydykova.

Elvira Esengul kyzy previously worked as an accountant at the state enterprise "Kyrgyz Temir Zholu."

Adylbek Tultemirov, Ambassador of Kyrgyzstan to Ethiopia, has been appointed Permanent Representative to the African Union.


It is noteworthy that Adylbek Tultemirov became the Extraordinary and Plenipotentiary Ambassador of the Kyrgyz Republic to Ethiopia in October 2025.

Ainura Usenbekova has been appointed Deputy Director of the Entrepreneurial Development Department of the EEC.


Ainura was born in 1984 and graduated from the Issyk-Kul State University named after Kasym Tynystanov, obtaining a degree in tourism management. She then completed her master's degree at the Academy of Management under the President of the Kyrgyz Republic in the field of "Public Administration." From 2022 to 2025, she served as Deputy Minister of Economy and Commerce of the Kyrgyz Republic.

Myrlan Turgunbekov has been appointed Deputy Secretary General of the CSTO.


He was appointed to this quota position by the President of Kyrgyzstan from January 1 to December 31, 2026. His predecessor was Taalatbek Masadykov, who now heads the CSTO.

Myrlan previously held various leadership positions in the Ministry of Foreign Affairs and worked in government structures related to security and international cooperation.

Five judges have been appointed to the district courts.
