According to him, there are currently six types of social payments, which are received monthly by about 300,000 citizens:
- childbirth allowance — 4,000 soms;
- for low-income families with children under 16 years old — 1,200 soms;
- social allowance for those who are not entitled to a pension — 6,300 soms;
- for children whose parents are unknown — 6,000 soms;
- for high-altitude families until the third and subsequent children reach three years old — 3,000 soms;
- for mothers of multiple children in high-altitude areas for the birth of the fourth child or more — from 100,000 to 1 million soms (one-time payment).
Edil Baisalov also emphasized that previously the government, constrained by the budget, focused on the targeting of benefits.
“There are various barriers that hinder the receipt of benefits. We do not comply with the article of the Constitution that states that Kyrgyzstan is a social country. The President is saddened by the fact that many people face obstacles in receiving social payments. For example, in Bishkek, where 1.5 million people live, fewer than 60 children under one year old receive benefits, and the number of children under three years old receiving payments is only about 200. This is absolutely wrong,” noted the Deputy Prime Minister.
He added that the Cabinet of Ministers, together with deputies, is developing various initiatives to improve the payment system, which will be reviewed and discussed in the near future.
