Samarkbek Bolotbekov is a graduate of the International University of Kyrgyzstan, where he obtained a bachelor's degree in law, and he also holds a master's degree in international law. He is a candidate of political sciences and has a lawyer's license, complemented by his experience in public service. Among his previous positions are the head of the Sverdlovsk district administration in Bishkek, the mayor of Naryn, and the director of the Department of Individual Housing Construction in the capital municipality.
