The situation is alarming, as it creates an opportunity for the victory of candidates who offer financial incentives to voters.As part of the new bill, it is proposed to encourage those who participate in elections. According to the initiative, when appointing elections for the deputies of the Jogorku Kenesh, the president may provide various incentives for active voters.
The proposed measures include:
- the accrual of digital soms to voters who have voted, to pay for public services, taxes, and fines, the amount of which will be determined by the president or the Jogorku Kenesh;
- provision of funding for local initiatives from the republican budget to those local self-government bodies where voter turnout exceeded 70%;
- free public transport on election day for all citizens.
- a ban on involving public servants and employees of educational and medical institutions to support candidates;
- limitations on publishing reports on activities in the media and campaign materials without funding from the electoral fund, while candidates may post non-campaign materials on social media before the start of the election campaign.
The procedure for payments from this fund will be determined by the Central Election Commission.
In addition, it is proposed that the expenses for the meals of authorized representatives, campaigners, and observers will not be considered as election expenses of the candidate and will not be covered by the electoral fund.
The bill also proposes to reduce the number of campaigners for candidates from 1,000 to 500.
Finally, it is proposed to exclude the provision on the early termination of a deputy's powers upon the closure of a criminal case if it is not related to rehabilitation, except for:
- minor offenses;
- cases where the victim refuses to support the prosecution or an agreement is reached with the accused.
