Kasymaiev announced the transition from a social budget to a development budget
Kasymaliev pointed out that since 2020, the budget of Kyrgyzstan has increased almost fivefold, reaching 1 trillion 101 billion soms in 2025, while in 2020 this figure was about 247.8 billion soms.
The head of the Cabinet highlighted the key factors that contributed to this growth. In particular, the gross domestic product grew from $8.3 billion in 2020 to over $22.6 billion in 2025. Tax service revenues increased from 78 billion soms to 304.3 billion soms, and customs revenues nearly sextupled—from 28.9 billion to 157.4 billion soms. Non-tax revenues also significantly increased, amounting to about 189.4 billion soms compared to 33 billion in 2020.
The activation of the economy was also noted: the volume of services in the GDP structure exceeded 1 trillion soms, with a growth rate of 10.9%.
Kasymaliev emphasized the revenues from "Kumtor." From 2021 to 2025, after the enterprise came under state management, about $5 billion 115 million (over 400 billion soms) was received. The budget received about $1 billion 176 million (approximately 100.6 billion soms) in the form of tax and other payments, while dividends amounted to about $441 million (around 38.2 billion soms).
He stressed that with the increase in revenues, the volume of expenditures also rises, allowing for the implementation of large construction projects, including roads and mortgage housing.
“Our budget, which was previously focused on social needs, has now become a development budget,” concluded the Chairman of the Cabinet.
Following the meeting, Kasymaliev set several tasks for the Ministry of Finance. Among the key goals for 2026, as defined by the president, he highlighted increasing the salaries of social sector workers and the effective expenditure of budgetary funds within the framework of state procurement.
