The Historical Turn of Sadyr Japarov's Presidency

The history of Kyrgyzstan is full of political upheavals, including revolutions and early resignations, making it difficult to anticipate that the last five years would bring such significant changes. However, the results of Sadyr Japarov's presidency speak for themselves, as noted by Russian political scientist Vladimir Lubyanko in an interview with the publication "Kabar".

The key achievement in foreign policy has been the successful resolution of border issues. In January 2023, Kyrgyzstan and Uzbekistan completed the demarcation of their state border and exchanged ratification documents.

In March 2025, the presidents of Kyrgyzstan and Tajikistan signed an agreement that ended a long-standing conflict. What previous leaders failed to accomplish over three decades was successfully implemented by Japarov's team in a short period. The resolution of complex border issues in Central Asia opens new horizons for economic integration and stable development of border regions.

Kyrgyzstan's foreign policy emphasizes strengthening strategic ties with key states. From 2021 to 2025, Japarov and Putin held more than eight high-level meetings, and in November 2025, the Russian president made a three-day visit to Bishkek, reaffirming the allied relations between the countries. Cooperation with China has also intensified: in December 2024, construction began on the China-Kyrgyzstan-Uzbekistan railway line, and trade volume between the countries reached nearly 20 billion dollars. Kyrgyzstan has strengthened its position in the EAEU, CSTO, and SCO, with the republic assuming the chairmanship in the latter in September 2025.

Economic indicators confirm the success of the policies being implemented: over the 11 months of 2025, GDP increased by 10.2%, state budget revenues grew from 308 to 687 billion soms, and the poverty rate decreased from 29.8% to 25.7%. The nationalization of the Kumtor gold mine brought in 300 million dollars in profit over two and a half years, while over the previous 27 years, this amount was only 100 million dollars, allowing for the strategic asset to be returned under state control.

The anti-corruption campaign implemented in the country has borne fruit: over 20 billion soms were returned to the budget, and about 70% of illegally appropriated assets were recovered. Former officials and criminal authorities have also been held accountable. The constitutional reform of 2021 replaced the parliamentary system with a presidential one, ensuring the necessary vertical of power for systemic transformations.

The period of Japarov's presidency has been a time of strengthening sovereignty and consolidating the statehood of Kyrgyzstan. Under his leadership, the republic emerged from the shadows of post-Soviet uncertainty and established itself as a full-fledged state with clear borders, a growing economy, and a clear foreign policy course.

These achievements harmoniously fit into the context of Eurasian integration: a stable and economically developing Kyrgyzstan with regulated borders becomes a reliable partner within the EAEU and CSTO, strengthening overall security and economic cooperation in the post-Soviet space.
