House committees and district representatives proposed to fine for obstructing campaigning
According to the proposed document, provisions will be added to Article 65 that define fines for hindrances in campaigning activities. Individuals face a fine of 10,000 soms, while leaders of homeowners' associations, neighborhood committees, and management companies face a fine of 20,000 soms.
The explanatory note to the draft law emphasizes that some housing committees and chairpersons of homeowners' associations may abuse their position by exerting pressure on residents and entrepreneurs. In particular, they may prohibit the placement of campaign materials or create unequal conditions for candidates. It is also noted that obstacles may come from citizens in the form of disrupting meetings, creating provocations, and pressuring campaigners.
The aim of this draft law is to prevent the abuse of administrative resources and ensure equal conditions for all participants in the electoral process.
