As part of the new bill, the term "persons with limited health capabilities" will be replaced with "persons with disabilities," and outdated norms will be excluded. The language and procedures for interaction between electoral structures, government bodies, and election participants will also be clarified.
One of the significant innovations in the document is Article 8-1, which outlines measures to stimulate citizens' active voting rights.
Citizens who come to vote will be able to receive digital soms, as well as benefit from free transportation on election day. Additionally, incentives are provided for precinct electoral commissions that ensure high voter turnout.
The project also introduces new restrictions in the area of campaigning. The use of cultural facilities, educational and medical institutions, as well as hazardous production sites for campaigning activities is prohibited. A list of individuals prohibited from conducting campaigning is defined, including employees of educational and medical institutions, members of electoral commissions, and religious leaders.
An important part of the amendments is the creation of a new Article 28-1, aimed at preventing vote buying. A special fund will be established to reward citizens for reporting instances of bribery.
The amount of rewards will be determined by the Central Commission for Elections and Referendums.
The procedure for voting outside the polling place will also undergo changes. Mandatory documentary confirmation of voters' health status will be introduced, the procedure for submitting applications will be clarified, and strict requirements for the operation of precinct commissions will be established, including biometric identification, the escorting of portable ballot boxes, and the maintenance of registries of all actions.
In the area of campaign financing, new requirements for the transparency of donations will be introduced. Banks will be required to provide PIN codes and donor information for transfers made via QR codes. The list of expenses that cannot be financed from the electoral fund will also be clarified.
Previously, Deputy Marlen Mamataliyev proposed mandatory citizen participation in elections and referendums, establishing fines for non-attendance.
