The Cabinet of Ministers of the Kyrgyz Republic has decided to amend existing regulations concerning the work of the akiykatçı (ombudsman). The resolution No. 857, signed by the Prime Minister Adylbek Kasymaliev, addresses important aspects of regulating this activity.

According to the new rules, the maximum staff number of the ombudsman and his office is increased to 120 people, 22 of whom will hold positions in technical and support staff. This decision is aimed at enhancing the efficiency of the ombudsman institution.

Additionally, for the needs of the akiykatçı's office, the use of up to 12 units of official and duty vehicles is provided.

An important aspect of implementing this resolution is the adherence to the approved staffing levels and financial resources allocated in the republican budget. This will occur taking into account the transferred staff units and funding related to the activities of the National Center for the Prevention of Torture and other cruel, inhuman, or degrading treatment and punishment.

The State Agency for the Management of State Property has been instructed to transfer the material and technical base to the ombudsman's office, which was previously used by the National Center for the Prevention of Torture.

Furthermore, the Ministry of Finance must consider the changes arising from this resolution when preparing the draft law on amendments to the republican budget for 2026 and the planning period for 2027-2028, as well as when forming the budget for subsequent years.
