During his speech at the Kurultai, Tokayev noted that it is time to create a new position, which he believes will become an important part of the political structure of the country. "People say that everything has its time. I believe that this time has come," he added.
The President proposed to establish the institution of the Vice President of Kazakhstan and to make the corresponding amendments to the Constitution. The appointment of the vice president will be carried out by the president with the consent of the parliament, based on a simple majority of votes. The powers of the new vice president will be determined by the president himself, as stated at the meeting.
The responsibilities of the vice president, appointed at the direction of the president, will include:
- representing Kazakhstan at international forums and negotiations with foreign delegations;
- representing the interests of the president in parliament;
- interacting with domestic and international socio-political, scientific, and cultural organizations;
- executing other assignments from the president.
Additionally, the president emphasized that the main aspects of the vice president's official functions should be reflected in the Constitution. Also, during the reform, some structural units that support the work of the current parliament will be abolished.
It should be noted that the position of vice president already existed in Kazakhstan in the 1990s, but was abolished by Nursultan Nazarbayev in 1996.
