Kyrgyzstan to Implement Mandatory Mediation Based on Ankara's Experience

The purpose of this visit was to study the Turkish model of mandatory pre-trial mediation. The trip was organized at the invitation of the Union of Mediators of the Turkic World and became a significant step in the development of legal institutions in Kyrgyzstan. As part of the program, the delegation, consisting of representatives from the Ministry of Justice and the Republican Community of Mediators (RCM), visited the Mediation Center in Ankara, where they were able to practically familiarize themselves with the system in which pre-trial reconciliation is mandatory before filing a lawsuit in court.

During the visit, Orozbek Sydykov, along with the chairperson of the RCM Supervisory Board, Gulsina Kojojarova, held several meetings with high-profile officials in Turkey, including deputy ministers of justice, culture, and tourism, the leadership of the Court of Cassation, as well as heads of the TİKA and YTB agencies. During these meetings, strategic agreements were reached that will be implemented in the near future. For instance, a major project is planned for 2027 to train new mediators throughout Kyrgyzstan with the involvement of Turkish specialists. Additionally, employees of the Ministry of Justice of Kyrgyzstan will have the opportunity to undergo internships at Turkish universities, and special project agreements in the field of mediation will be developed for citizens of both countries. This exchange of experience is expected to significantly enhance the effectiveness of out-of-court dispute resolution and strengthen legal cooperation between Kyrgyzstan and Turkey.
