Kyrgyzstan: Personnel Changes from January 12 to 16

Over the course of the week, several significant personnel changes occurred in Kyrgyzstan.

Changes in the Ministry of Health.

Cholpon Shamsutdin has been appointed as the director of the state sanitary and epidemiological supervision department.

It should be noted that earlier, in November 2025, Abdykadir Joroev, who held the position of director of the disease prevention and state sanitary and epidemiological supervision department, left his post.

Cholpon Shamsutdin previously worked as the deputy director in the same department and has significant experience in the field of sanitary and epidemiological supervision.

Also removed from their positions were Talantbek Sooronbaev, head of the National Center for Cardiology and Therapy named after Mirrakhimov, and Samidin Shabyraliev, director of the Research Institute of Heart Surgery and Organ Transplantation. Both left their posts due to identified violations in the management of the institutions.

Young but qualified specialists will be considered for their positions, including those with experience working abroad.

Kurmanbek Sokeev has been relieved of his duties as deputy chairman of the State Penitentiary Service.

He also held the position of head of the security and convoy department. Kurmanbek Sokeev was appointed to his current position in April 2025.

Zamirbek Kenenbaev has been appointed as the new deputy director of the State Agency for Management of State Property.

El'dana Satarova has been relieved of her previous position as deputy director of the State Agency for Management of State Property.

Zamirbek Kenenbaev was born on November 9, 1981, and is a graduate of the law and economics faculties of the Kyrgyz National University named after Jusup Balasagyn. Throughout his career, he has worked in various state structures, including the State Service for Combating Economic Crimes and the State Tax Service.

Before his appointment, he served as deputy director at the State Enterprise "Directorate for Management of Facilities" under the State Agency for Management of State Property.

Changes in the Bishkek City Hall.

Kanybek Zholchubekov has been appointed director of the department of physical culture and sports, as well as youth and tourism affairs. Previously, he headed the specialized children and youth Olympic reserve school named after Raatbek Sanatbaev.

Joomart Shamkanov has become the director of the specialized children and youth school "Dolphin".

Salmoorbеk Karagulov has been appointed director of the Fire Supervision Service under the Ministry of Emergency Situations.

Previously, he headed the service management for the Talas and Chui regions.

Busurman Odurakaev has been elected chairman of the Union of Cinematographers.

He replaced Talaybek Kulmendeev, who held the position since 2015. Busurman Odurakaev is known as a People's Artist of Kyrgyzstan and a talented actor and director.

Nurdooolot Moldali uulu has become the new head of the municipal enterprise "Zelenkhoz" ("Green Economy").

Previously, this position was held by Emir Moldakunov, and before Nurdooolot's appointment, he worked as the chief engineer of the enterprise.
