The Speaker of the Jogorku Kenesh proposed to completely abandon tenders.
He emphasized that the existing system of public procurement significantly delays the start of construction work and causes dissatisfaction among citizens.

“All construction projects face prolonged tenders. People are already tired of this process. Sometimes, due to repeated tenders, construction is delayed by two to three months, which leads to a loss of time,” the speaker noted.
Turgunbek uulu also reported that this topic has already been discussed with the country's president, who supported the idea of the need to change the legislation.
“Yesterday we had a conversation with the president. We urgently need to review the law and completely exclude the word ‘tender’. It hinders efficiency and the timely completion of work,” he added.
According to him, the chairman of the cabinet of ministers has already been instructed to prepare solutions for the cancellation of tender procedures as soon as possible.
The speaker noted that this issue was raised two years ago, but at that time only the names of the procedures changed, while their essence remained the same.
Instead of tenders, it is proposed to implement direct purchases and direct construction. In case of violations or mistakes, as the speaker pointed out, the heads of the relevant state bodies will bear responsibility.
He urged the cabinet of ministers to expedite the work on this issue and immediately begin its implementation.
