The Cabinet did not support the introduction of the title "People's Teacher of the Kyrgyz Republic"
The deputy proposed to create an honorary title "People's Teacher of the Kyrgyz Republic" and include it in the list of first-category honorary titles.
The Cabinet of Ministers pointed out several shortcomings in this initiative. First of all, first-category titles—such as "People's Artist," "People's Writer," "People's Poet," and "People's Painter"—are awarded for achievements in the field of art that have national significance. At the same time, professions in the fields of education, healthcare, and construction traditionally fall under second-category honorary titles. In the field of education, there are already titles such as "Honored Teacher" and "Honored Worker of Education."
Secondly, the bill lacks criteria for awarding the new title, and it is unclear in what cases it may be applicable compared to the already existing title "Honored Teacher." Thirdly, the justification for the bill does not provide financial and economic calculations or information about funding sources, which is a mandatory requirement for the submission of bills.
Furthermore, the Cabinet reminded that a new version of the law on state awards and honorary titles is currently under consideration in the Jogorku Kenesh, making the adoption of a separate amendment impractical.
