The Ministry of Education responded to appeals regarding the non-payment of January salaries to employees of certain kindergartens.

The Ministry of Education commented on the situation regarding the delay in salaries for employees of several preschool institutions for January.


According to the Ministry of Education, funding for new preschool institutions, including employee salaries, should be provided from local budgets, as stated in paragraph 6 of Article 12 of the law "On the Republican Budget of the Kyrgyz Republic for 2025 and the planned period of 2026-2027," with the exception of the Batken region.

Additionally, in accordance with paragraph 9 of the Procedure for Providing Targeted Transfers to Local Budgets, approved by the Cabinet of Ministers' resolution dated April 8, 2022, No. 201, the ministry annually develops a draft order for the allocation of targeted transfers.

For the preparation of this year's draft order, a letter No. 05-2/208 was sent on January 22, 2025, to district and city administrations, local self-government bodies, as well as to presidential representatives in the regions.

This letter requested information on the financial and economic calculations of the annual salary fund for the new preschool institutions, which needed to be submitted by January 29, 2026, according to the attached table.

Furthermore, an additional letter was sent requesting more urgent provision of information. However, data from some regions arrived after the deadline, and some calculations did not meet the established requirements, revealing inaccuracies and a lack of information,” the ministry's statement said.

In this regard, a re-check of the data for each kindergarten was conducted together with the relevant representatives.

“Currently, the information on all newly opened preschool institutions has been fully clarified and processed,” the Ministry of Education added.
