During the inspection, it was established that the kindergarten was sold by the State Property Fund in 1995, and in 2006, with violations, it was transferred into private hands to former deputy D. Sabirov.

Sabirov Davran Muratovich was born on September 25, 1949.
He began his career in 1971, working at the construction and installation management No. 2 in Osh, where he held various positions, including locksmith and foreman. This institution was part of the production association "Kyrgyzgas".
From 1979 to 1982, he was the secretary of the Osh City Committee of the Komsomol, and also worked as an engineer in the association "Southern Production Bus Stations and Terminals".
From 1982 to 1994, he held the positions of head of the "Oshgaz" base, deputy chairman of the executive committee of the Osh City Council, and deputy general director of "Kyrgyzgas".
From 1994 to 1997, he was the general director of the joint venture "Kyrgyzrosgazservice". Since 1997, he has held the position of head of the city gas management in Osh.
Davran Sabirov served as a deputy of the XII convocation of the Supreme Council of the Kyrgyz SSR and was a member of the Assembly of People's Representatives of the I convocation of the Jogorku Kenesh.
From 2000 to 2005, he represented the Osh electoral district No. 34 in the Jogorku Kenesh, serving as deputy chairman of the committee on international and foreign economic affairs.
