Without the presence of schools and kindergartens in the project, new residential buildings will not be able to obtain construction permits, stated Deputy Minister of Construction Talantbek Imanakun uulu during a meeting of the committee of the Jogorku Kenesh, which deals with industrial policy, transport, and construction.

Deputy Tabyldy Muratbekov raised the issue that high-rise buildings are actively being constructed along the southern highway, yet the social infrastructure in this area is virtually non-existent. He asked what measures the Ministry of Construction plans to take in this situation and whether the construction of schools and kindergartens will be included.

Deputy Minister Talantbek Imanakun uulu responded that the Ministry is already working in this direction in collaboration with the Bishkek city administration. He also reminded that recently the parliament approved an agreement for the construction of 20 schools in Bishkek, which will be built, including in the area of the southern highway.

Furthermore, he added that according to current regulations, kindergartens should be located on the first floors of residential high-rises.

“Without the presence of a school and a kindergarten, new facilities will not be able to pass approval,” emphasized the deputy minister.
