The Second Global Mountain Summit "Bishkek+25" will take place from October 21 to 23, 2027.
According to the press service of the government, the meeting was attended by the special representative of the president for mountain development issues, deputies of the Jogorku Kenesh, as well as heads of various ministries and departments, authorized representatives of the president in the regions, and city mayors.
Kasymaliev reported that the Second Global Mountain Summit "Bishkek+25" is scheduled for October 21-23, 2027. In this regard, the Ministry of Foreign Affairs has been tasked with organizing the first meeting of the organizational committee to prepare for the summit in the near future.
By 2027, specific results in the field of sustainable development of mountain regions are planned to be achieved. This includes creating new sources of income, ensuring electricity supply, developing infrastructure, water supply and sanitation, healthcare, education, and communication, especially in remote mountain areas, he noted.
"Kyrgyzstan aims to demonstrate the results achieved at the Second Global Mountain Summit according to the UN principle of 'leaving no one behind'," added A. Kasymaliev.
At the meeting, the head of the Cabinet reminded that the President of the Kyrgyz Republic actively promotes the mountain agenda on the international stage. In particular, on September 14, 2021, in New York, during the 76th session of the UN General Assembly, the president raised important issues of sustainable mountain development, the challenges faced by mountainous countries, glacier melting, and climate change, as well as the need to strengthen global policy on mountain issues. At the initiative of the President of Kyrgyzstan, the UN declared 2023-2027 as the Five-Year Action Plan for the Development of Mountain Regions. As part of these global initiatives, on September 15, 2023, a presidential decree was signed to establish the organizational committee.
"Kyrgyzstan, being at the forefront of addressing global mountain issues, should serve as an example for other countries in matters of sustainable mountain development," he emphasized. In this regard, in 2023, the Cabinet of Ministers approved the Concept of the Five-Year Plan and the Roadmap.
During the meeting, progress in implementing the Roadmap for the Five-Year Action Plan for the Development of Mountain Regions for 2025 was also discussed at various levels – global, regional, national, and local – as well as issues related to the comprehensive survey of mountain territories and the approval of the action plan for 2026. As a result of the discussion, the performance of several ministries and departments regarding timely reporting was deemed unsatisfactory.
The head of the Cabinet instructed the Office for Monitoring the Implementation of Presidential and Cabinet Decisions to develop proposals for applying disciplinary measures to officials who failed to execute the roadmap. Additionally, heads of state bodies were instructed to intensify work on the comprehensive survey of mountain territories in cooperation with the National Institute of Strategic Initiatives, as well as to present a project plan for the survey and an updated composition of the working group to the President's Administration.
On the third issue, an action plan for implementing the Roadmap for 2026 was approved. State bodies and institutions were instructed to take measures aimed at increasing the effectiveness of the Five-Year Plan implementation and the quality of report preparation.
Separately, Kasymaliev noted that last year an international conference titled "Global Mountain Dialogue for Sustainable Development: Towards the Bishkek+25 Summit" took place in Bishkek, which was attended by delegations from over 50 countries and 30 international organizations.
