The II Meeting of the Organizing Committee for the Fifth Anniversary of Actions for the Development of Mountain Territories Has Taken Place
/. The second meeting of the Organizational Committee, responsible for the preparation and implementation of the Decade of Action for Mountain Development for 2023-2027, took place in Bishkek. The meeting was chaired by the Prime Minister and Head of the Presidential Administration of the Kyrgyz Republic, Adylbek Kasymaliev.
According to the press service, the event was attended by the Special Representative of the President for Mountain Development, deputies of the Jogorku Kenesh, as well as heads of various ministries and agencies, authorized representatives of the president in the regions, and city mayors.
At the beginning of the meeting, Kasymaliev emphasized that the President of the Kyrgyz Republic actively promotes the mountain agenda on the international stage. For example, on September 14, 2021, in New York, during the debates of the 76th session of the UN General Assembly, Sadyr Japarov raised important issues related to the sustainable development of mountains, the problems of mountain countries, climate change, and glacier melting. As a result of his initiative, the UN declared 2023-2027 as the Decade of Action for Mountain Development. In this regard, on September 15, 2023, a presidential decree was signed to establish the Organizational Committee.
“Kyrgyzstan, acting as a leader and initiator in addressing global issues of mountain regions, should serve as a model for other countries in the field of sustainable development,” he noted, adding that this year the Concept and Roadmap for the Decade were approved.
During the meeting, the implementation of the Roadmap for 2025 at various levels – global, regional, national, and local – was discussed. Questions were also raised about conducting a comprehensive survey of mountain territories and approving the Action Plan for 2026. As a result of the discussions, the work of some ministries and agencies was deemed insufficient due to the untimely submission of reports.
Kasymaliev instructed the Office for Monitoring the Implementation of Presidential and Cabinet Decisions to prepare proposals for disciplinary measures against officials who violated commitments under the Roadmap. Additionally, heads of state bodies were urged to intensify the survey of mountain territories in collaboration with the National Institute for Strategic Initiatives and to present a draft Work Plan and an updated composition of the working group to the presidential administration.
As for the Action Plan for 2026, it was approved at the meeting. State bodies were recommended to take measures to enhance the effectiveness of the Decade's implementation and the quality of reporting.
Kasymaliev also mentioned the international conference held in Bishkek last year with the participation of delegations from over 50 countries and 30 international organizations, which was dedicated to global issues of mountain development.
He also reported that the Second Global Mountain Summit "Bishkek+25" is planned to be held from October 21 to 23, 2027, and the Ministry of Foreign Affairs has been tasked with organizing the first meeting of the organizational committee for the preparation of this event in the near future.
In conclusion of the meeting, Kasymaliev emphasized that by 2027, it is necessary to achieve concrete results in the field of sustainable mountain development, including the creation of income sources, ensuring electricity supply, developing infrastructure, water supply, and sanitation, as well as improving healthcare, education, and communication, especially in remote mountain areas.
“Kyrgyzstan aims to showcase its achievements at the Second Global Mountain Summit in accordance with the UN principle of ‘leaving no one behind,’” he summarized.
