
The Ministry of Natural Resources, Ecology, and Technical Supervision held a meeting to summarize the results of 2025.
The First Deputy Prime Minister Daniyar Amangeldiev was present. The meeting discussed the achievements of the past year and identified key tasks for 2026.
Achievements in the mining sector
Over the past five years, significant reforms have been implemented in the field of subsoil use, and state control has been strengthened. In 2024-2025, 8 major projects were put into operation, and 105 licenses were issued to state enterprises in 2025. As a result of violations of licensing conditions, 320 licenses were revoked. Currently, 2014 licenses are active.
In the last five years, the budget received over 217.9 billion soms from this sector, which represents a growth of 3.5 times. In 2025, revenues reached a record 65.4 billion soms. A total of 40 auctions were held during the year, bringing in 105.6 million soms to the budget. During this period, 141 tons of gold were extracted.
Kumtor as a strategic asset
Since 2021, Kumtor has been under state control. Over the past five years, the budget has received 100.6 billion soms in the form of taxes and mandatory payments.
The company's net profit in 2025 amounted to 706 million US dollars, and gold production reached 70 tons, with reserves also increased.
Environmental initiatives
To improve air quality, an interdepartmental commission has been created, and restrictions on the use of low-quality coal have been introduced in Bishkek and the Chui region.
With the support of the World Bank, a project worth 50 million US dollars is being implemented, as well as the "Improving Air Quality in the Kyrgyz Republic" project worth 10 million US dollars with the support of KOICA.
In 2025, concepts for environmental safety and carbon neutrality were approved, and international cooperation was expanded. More than 1 billion US dollars in investments have been attracted to the mining sector.

In 2025, 5,749 violations were recorded, and damages were compensated in the amount of 143.2 million soms. A state enterprise "Ecooperator" was established, which collected 74 million soms in the form of recycling fees.
As part of the "Green Heritage" program, 8.2 million seedlings were planted, and the ecological corridor "White Snow Leopard" was created. The number of snow leopards in the country exceeded 500 individuals.
Issyk-Kul and protected natural areas
In Issyk-Kul, 99 raids were conducted, during which illegal fishing nets were eliminated. Restrictions on the use of plastic products have also been introduced.
In 2025, 271 thousand tourists visited specially protected natural areas, bringing 37.7 million soms to the budget.

To improve the material and technical base of the ministry, the construction of new administrative buildings has begun, 38 service vehicles have been purchased, along with modern laboratory equipment, drones, camera traps, and field gear.
Plans for 2026
Based on the results of the meeting, tasks have been formulated to expand geological exploration, strengthen environmental control, deepen digitalization, and implement climate policy.
The ministry will continue its work on the rational use of natural resources, ensuring environmental safety, and sustainable development in 2026.
