New Details Emerge in the Case of the Detention of an FSB Employee Involving Turkish Businessmen

In the Talas region, an employee of the Internal Affairs Service remains in custody, detained on suspicion of fraud involving the funds of a Turkish citizen.
According to the case materials published in the State Register of Judicial Acts, the senior investigator of the GKNB department for the Talas region filed a petition with the court for the application of a preventive measure against M.E. in the framework of a criminal case initiated on the grounds of a crime provided for by paragraph 4 of part 4 of article 209 of the Criminal Code ("Fraud in a particularly large amount").

As follows from the investigation data, M.E., being an operative worker of the Ministry of Internal Affairs' SVD group in the Talas region, used his official position to deceive and abuse the trust of citizens H.K. and A.D.B., which led to the theft of money from them.
According to the investigation, M.E. gained the trust of foreign citizens by offering them a 10-hectare plot of land owned by his family for the cultivation of a high-yield variety of eggplant called "Solanum." A notarized contract was signed with M.E.'s father (A.E.), in which he committed to ensure the planting, cultivation, and delivery of the harvest. However, after receiving an advance from the victims, M.E. failed to fulfill his obligations and sold the harvested crop to third parties.

After his detention, M.E. was placed in a temporary detention facility in Talas. The Talas City Court, in making its decision, imposed a preventive measure of detention until April 20, 2026.

The convicted person's lawyer expressed dissatisfaction with the first-instance decision and filed an appeal, requesting the cancellation of the arrest and the suggestion of an alternative preventive measure, such as house arrest.
The main arguments of the defense are that the accused has a permanent residence and registration, lives with his family, which is confirmed by documents. The lawyer also noted that M.E. had not previously violated preventive measures and had not hidden from the investigation. He is a law-abiding citizen and the father of two minor children, while his spouse is unemployed. The defense also pointed out that the accused has no visas for leaving the country and has not attempted to leave the country. The victims and witnesses did not demand his detention.

From the lawyer's perspective, the investigator did not present sufficient objective evidence confirming the possibility of pressure on witnesses or hiding from the investigation by the accused. All the arguments of the investigation, in the opinion of the defense, are hypothetical and subjective.

No objections were received regarding the appeal. On March 6, 2026, the Talas Regional Court upheld the first-instance decision — M.E. remains in custody until April 20.

On February 25, 2026, the press service of the GKNB reported the detention of another operative, E.M.A., in a similar case of illegal appropriation of funds from a Turkish citizen.
According to the state committee, in April 2025, the policeman, having gained the trust of Turkish citizen H.K., received $35,500 under the pretext of implementing a project for planting and cultivating expensive herbaceous plants of the "solanum" genus with subsequent export to Turkey. According to the agency, the cost of 1 kg of seeds of such plants is $3,000.

The GKNB also reported that in October 2025, a foreign investor contacted the Ministry of Internal Affairs requesting measures to be taken regarding the fraud. However, without conducting the necessary checks and investigative actions, the investigative bodies of the Ministry of Internal Affairs refused to initiate a criminal case.

On January 27, 2026, H.K. again contacted the GKNB, after which the case materials were transferred to the investigative bodies of the GKNB through the prosecutor's office.
