According to the Internal Affairs Department of the Jalal-Abad region, a prosecutor's inspection found that the rights to the illegally seized plot were formalized in violation of the law.
The inspection was conducted by the Kara-Kul prosecutor's office at the request of the President's Administration. The main task was to monitor compliance with the legislation regulating land relations, as well as adherence to the procedures established by the Government Resolution of the Kyrgyz Republic No. 291 dated May 31, 2022.
According to the investigation materials, in April 2025, a citizen N.K. from Kara-Kul submitted an application to the land amnesty commission, requesting to legalize a residential house and the adjacent plot on Ak-Shar Street.
However, the commission did not comply with the legal requirements and did not establish the actual year of construction of the house. According to the regulations, only objects built before December 2021 are eligible for amnesty. Nevertheless, based on the commission's protocol decision, the mayor of Kara-Kul signed Resolution No. 59-T dated June 25, 2025, which granted N.K. ownership rights to the plot.
According to the Internal Affairs Department, the prosecutor's inspection revealed that this plot was seized illegally, and the house was built only in the fall of 2022, which means it does not qualify for land amnesty.
Based on these facts, a criminal case was initiated under Article 212, Part 2 of the Criminal Code, concerning illegal land seizure and unauthorized construction on agricultural land in violation of its intended use.
The suspect was detained on February 26, 2026, and placed in the temporary detention facility of the Internal Affairs Department of Kara-Kul.
Currently, investigative actions are ongoing.
