The State Committee for National Security (GKNB) reported the detention of a police officer suspected of fraudulent actions against a foreign investor.
As the investigative authorities found out, in April 2025, the operational officer of the Criminal Investigation Department of the Ministry of Internal Affairs of the Kyrgyz Republic for the Talas region, E.M.A., managed to seize an amount of 35,500 US dollars by establishing a trusting relationship with a citizen of Turkey, H.K.
According to the investigation, the criminal plan involved the suspect agreeing with the investor on the planting and cultivation of valuable herbaceous plants of the nightshade family, which were to be exported to Turkey. The cost of one kilogram of seeds was estimated at 3,000 dollars. After receiving the money, the police officer illegally appropriated it.
In October 2025, H.K. filed a complaint with the Ministry of Internal Affairs of the Kyrgyz Republic, requesting an investigation into the fraud case. However, without proper verification and investigative actions involving the foreign investor, a decision was made to refuse to initiate a criminal case.
On January 27, 2026, the Turkish citizen again approached the GKNB of the Kyrgyz Republic with this issue. As a result, the prosecutor's office transferred the previously studied materials to the investigative units of the GKNB.
On February 24, 2026, E.M.A. was detained and is now in a temporary detention facility.
The GKNB emphasizes that as part of the state policy to protect property and improve the investment climate, work continues to ensure accountability of officials in law enforcement and fiscal bodies for violations of the rights and legitimate interests of entrepreneurs.
