According to the State Committee for National Security (GKNB), the investigation revealed that in October 2025, a tender was held for drilling works to provide drinking water to Karakol. Within the framework of this tender, an amount of 38 million 927 thousand soms was allocated for drilling three wells, with a completion deadline of December 31, 2023. However, it turned out that employees of LLC "V," citing difficult conditions, did not comply with the project requirements and used substandard materials, leading to insufficient water supply.
Despite this, employees of "Vodokanal" signed inflated acts of completed work. This resulted in damage to the state budget of more than 6 million soms. As a result of the investigation, the head of "Vodokanal," O.Zh.K., and the responsible employee of LLC "V," D.R.K., were detained.
According to data from the State Register of Judicial Acts, O.Zh.K. was appointed director of "Vodokanal" by the order of the mayor of Karakol. His responsibilities included organizing all processes at the enterprise, as well as being accountable for financial results and the use of property.
However, the investigation established that O.Zh.K., using his authority, participated in committing a crime against the interests of the public service. In particular, he announced a tender for drilling wells with a total cost of 53 million 2 soms, where the winner was LLC "Vodokanalstroy," which offered a price of 38 million 927 thousand 200 soms. After that, a contract was concluded between O.Zh.K. and the director of LLC "V," D.R.K., for the execution of the works.
The investigation believes that O.Zh.K. was aware of the non-compliance of the installed pipes with project requirements, as the documentation specified that pipes with a diameter of 219 mm and a wall thickness of 8.9 mm should be used. Instead, pipes with a wall thickness of 6 mm were installed. The director of the LLC, understanding the illegality of his actions, drew up an act of completed work with incorrect data, and O.Zh.K. signed this act, thereby confirming the completion of works with violations.
A specialist assessed the cost of the actually installed pipes, which turned out to be lower by 1 million 328 thousand 882 soms compared to the project documentation. This became the basis for charging O.Zh.K. with committing a crime related to the abuse of official position.
According to the findings of the investigation, O.Zh.K. and D.R.K., both being founders and directors of their organizations, became accomplices in the crime, benefiting from their actions. During the court proceedings, the defendants admitted their guilt in committing the crime and signed plea agreements.
As a result, the Karakol City Court found O.Zh.K. guilty under the articles of the Criminal Code regarding the abuse of official position and imposed a fine of 300 thousand soms. D.R.K. was also found guilty and received a similar punishment. The court decision can be appealed within 30 days of its issuance.
