According to the security service, O.S.M., while serving as the head of water management in the Ak-Suu district, illegally rented out a service excavator to private individuals from 2018 to 2025, allowing him to appropriate the funds received.
It was found that the income from the illegal rental amounted to 625,000 soms, but these funds were not credited to the agency's account.
Furthermore, the use of the equipment by third parties led to its breakdown. An expert assessment showed that the market value of the excavator reached 800,000 soms.
Thus, the total damage caused to the state exceeded 1 million 425 thousand soms.
