The State Committee for National Security of the Kyrgyz Republic has detained R.A. Isaev.
According to information from investigative authorities, Isaev assisted Sultanov Manas Aseinovich, who was previously arrested on suspicion of fraud and large-scale extortion of property. The investigation reports that Isaev presented himself as a lawyer and partner of Sultanov, participating in illegal activities related to usury.
Additionally, acts of blackmail and extortion of real estate and other material valuables from the leaders of the companies OsOO "Expert Stroy" and OsOO "Arz Development" were carried out with Isaev's involvement.
Possessing knowledge and practical skills in the field of jurisprudence, Isaev facilitated unjustified restrictions on property rights to construction projects and threatened representatives of construction companies and investors.
According to preliminary data, as a result of the actions of Isaev and Sultanov, 89 investors of the residential complex Silk Road, employees of OsOO "Arz Development," and other citizens who used their services were harmed.
On January 19, 2026, searches and investigative actions were conducted, as a result of which Isaev was detained and placed in the temporary detention facility of the GKNB.
The investigation is ongoing, and other individuals involved in this case are currently being identified.
