Kanbekov is engaged in car trading and in the summer of 2023 received a request from an acquaintance, Aziz, and his friend Kairat to purchase five cars on credit. They promised to return the money in a month.
"I waited for more than a month, but the money never came back. Then I went to the Lenin District Department of Internal Affairs in Bishkek. But Aziz and Kairat came to the police and started persuading me to give them more time. They assured me that they would return the debt in a week. The police officers said they would consider the application within a week," Kanbekov said, adding that his application was registered.
However, even after a week, the debt was not returned, and there was no news from the police. A repeat visit to the Lenin District Department of Internal Affairs showed that a criminal case had not been initiated, and Kanbekov was not notified of this decision.
"In January 2024, I decided to file a complaint with the Main Internal Affairs Directorate of Bishkek. It was accepted, and the case was requested from the Lenin District Department of Internal Affairs, after which a criminal case was initiated under the article on fraud. After that, the accused contacted me again and promised to return the money within a month. However, they disappeared again. The police suspended the case without notifying me," Kanbekov added.Kanbekov found out that Kairat works at the State National Security Committee of Kyrgyzstan and submitted a complaint to the GKNB. He also tried to arrange a meeting with General Kamchybek Tashiev, but unsuccessfully. In response to his appeal to the GKNB, he was promised that measures would be taken.
"After contacting the Main Internal Affairs Directorate, I filed a complaint with the Bishkek prosecutor's office. They canceled the investigator's decision and reopened the case, but investigative actions were not conducted for a long time, as the accused did not come for questioning, citing being busy. As a result, the case was suspended again. I complained to the General Prosecutor's Office of the KR, from where the complaint was sent to the city prosecutor's office. And again, the case was suspended," Kanbekov explained.Kanbekov continued his struggle by filing a complaint with the General Prosecutor's Office of the KR for the fourth time. The case was transferred to the Lenin District Prosecutor's Office of Bishkek, where it was reopened again, but the District Department of Internal Affairs closed it again without notifying him.
"In December 2025, I filed a complaint with the General Prosecutor's Office of the KR for the fifth time regarding the actions of the investigation and prosecutor's office staff. The complaint was accepted and sent to the city, and then to the district, and ultimately the case ended up back in the Lenin District Department of Internal Affairs, where no actions were taken," Kanbekov added.Throughout this time, Aziz and Kairat offered him an apartment in a building under construction as partial repayment of the debt, but it did not have the necessary documents. They only had permits for the construction of a five-story building, while they were offering Kanbekov an apartment on the seventh floor.
"Almost three years have passed, and the guilty remain unpunished, the damage has not been compensated, and law enforcement agencies continue to be inactive. I hope that the relevant authorities will take measures in accordance with the law," Kanbekov concluded.
