The incident occurred on November 28, 2025, around midnight.
The taxi driver shared the details of the incident with a Turmush correspondent:
“My car is a 2007 model. It is registered in my wife Samara's name. While working as a taxi driver, I supported my family. And now I have been out of work for almost two months.
That day, I received an order from the address: K. Kuliyev Street, house No. 66. When I arrived, two guys got into my car. I took them to the village of Kaltar. There, they began to threaten me with violence, one of them was holding a blade. Then they ordered me to take them back to the first address. Out of fear, I agreed. At the intersection of Kuliyev and Pushkin streets, they twisted my arms, took my car keys, and put me in the back seat. They smelled of alcohol. One of them took the wheel, and after driving a short distance on Pushkin Street, we were stopped by inspectors. They noticed that the driver was in a state of intoxication, and we were all taken to the narcology department.
There, I partially explained what had happened. I was in shock and very scared, so I couldn't explain everything in detail. The narcology department confirmed that the two had consumed alcohol. I was told to bring a report about the aggression from the passengers towards me. The car was impounded. This happened on the night from Friday to Saturday.
Three days later, on Monday, still in shock, I wrote a statement to the Lenin District Internal Affairs Department. The investigator said that they would be easy to find and that he would contact me himself. However, later he did not get in touch and did not provide any response. The car has been sitting in the impound lot all this time.
Then I contacted the Bishkek City Traffic Safety Department. I was told that the protocol had been sent to court. In court, I was informed that the decision would be ready within 10 days. As a result, on December 29, the decision was sent back to the city Traffic Safety Department, and I was told that I could pick up the car the day after tomorrow. But “the day after tomorrow” fell on December 31. When I called the number provided, I was told to come after the New Year. After the holidays, it turned out that the protocol was lost. The court claims it sent it by mail, while the Traffic Safety Department says it did not receive the document. The car has still not been released, and I have been left without work.”

The taxi driver added that during the investigation, it was established that one of those guys had recently been released from prison — this was confirmed by the database. He is on record, but he was not detained.
Later, the press service of the Internal Affairs Department of the Lenin district of Bishkek reported to Turmush that a citizen K. u. K. had submitted a written statement to the Lenin district Internal Affairs Department requesting action against unknown individuals who, on November 29, 2025, around 02:00, at the intersection of Pushkin and Kuliyev streets, inflicted bodily harm on him without cause.
The investigative department of the Lenin district Internal Affairs Department of Bishkek has initiated a criminal case under Article 280 (“Hooliganism”) of the Criminal Code of the Kyrgyz Republic and appointed the necessary examinations.
Currently, necessary investigative measures are being conducted, based on the results of which a procedural decision will be made.
