The head of the Traffic Police of the Naryn region, detained by the State Committee for National Security, has been sentenced.

The verdict for the head of the Traffic Safety Department of the Naryn region after the detention by the State National Security Committee (GKNB).

According to information provided by the GKNB in October 2025, the head of the Traffic Safety Department of the Naryn region was detained on suspicion of fraud under Article 209, Part 4, Clause 4 of the Criminal Code.

The investigation established that police major K.N.T. extorted money from the citizens of Naryn through deception. As a result, on October 9, he was placed in a temporary detention facility, and the court later decided to keep him in custody for two months.
According to the case materials available in the State Register of Judicial Acts, during the pre-trial proceedings, it was revealed that the accused, referred to as Kuban [name changed K.N.T.], promised the victim to pay the administrative fine for the offense and convinced him to transfer 7600 soms to his account, after which he embezzled these funds. In this regard, he was held liable under Article 209, Part 4, Clause 4 of the Criminal Code, and the case was forwarded to the court for further consideration.

During the investigation, it was established that at the time of the crime, Kuban held the position of head of the traffic safety unit of the Naryn District Department of Internal Affairs. Abusing his official position, he fraudulently seized someone else's money, violating the rights of citizens.

On July 7, 2025, Kuban went to the narcology department of the unified district hospital at the request of junior inspector N.Sh. During the inspection, it was found that the victim B.A. was driving his vehicle under the influence of alcohol on the 368th kilometer of the Bishkek–Naryn–Torugart highway. A protocol was drawn up regarding this fact, and the vehicle was placed in the impound lot of the Naryn Department of Internal Affairs.

On July 10, 2025, the Naryn District Court reviewed the case of B.A., finding him guilty under Article 193, Part 1 of the Code of Offenses, with a penalty of deprivation of the right to drive vehicles for one year. The court also ordered the return of the vehicle, a "Mercedes-Benz Sprinter 216," which was in the impound lot.

Despite this, Kuban informed B.A. that additional protocols needed to be drawn up for "disobedience to a lawful request" and "lack of a driver's license," and stated that the vehicle would not be returned until the fines were paid. When B.A. explained that he urgently needed the vehicle, Kuban, abusing his official position, offered him to transfer money directly to him, promising to pay the fines.

Deceiving the victim, Kuban claimed that the total amount of fines was 7600 soms, including 5500 soms for "disobedience," 1000 soms for the lack of a license, 1000 soms for court proceedings, and 100 soms for commission.

Subsequently, two protocols for administrative offenses were drawn up against B.A.

On July 10, 2025, at 18:49, Kuban received a transfer of 7600 soms, after which he issued a permit for the release of the "Mercedes-Benz Sprinter 216" from the impound lot.

However, B.A. received only one protocol for an administrative offense through the "Tündük" application, which was drawn up under Article 185 of the Code of Offenses. He repeatedly contacted Kuban requesting the return of the money or payment of the fine, including three audio messages on August 30, 2025, but received no response. Only on September 14 did Kuban reply that he "forgot," but he still did not pay the fine, embezzling the money.

The investigation established that on September 30, 2025, B.A. was forced to pay the fine under Article 185 of the Code of Offenses himself. As a result of the actions of the accused, the victim suffered damages amounting to 7600 soms.

At the court hearing, Kuban fully admitted his guilt, supported the plea agreement, and requested a penalty in the form of a fine. The victim B.A. confirmed that the damages had been fully compensated and had no claims against the accused, supporting the request for a lighter sentence.

On December 2, 2025, the Naryn City Court found Kuban guilty under Article 209, Part 1 ("Fraud") and imposed a fine of 20,000 soms.

In the courtroom, he was released from custody.
