Fictitious Lessons and Real Money: The Supreme Court Has Made a Ruling in the Case of the School Director

The Supreme Court of Kyrgyzstan reviewed the cassation appeal on November 3, 2025, filed in connection with the case of N. I., the former director of a school in the Suzak district of the Jalal-Abad region. The court upheld the decisions of the lower instances. 


According to the investigation, N. I. (name changed to Nazgul) held the position of director since October 2022. During the academic years 2022–2024, she assigned a teaching load to herself without the appropriate orders and did not actually conduct classes. False data was entered into attendance sheets and class journals, based on which she received a salary.

As a result of these actions, the state suffered damage amounting to 142,941 soms, which Nazgul was obligated to pay to the account of the Jalal-Abad regional prosecutor's office, and these funds were directed to the state revenue.

The Suzak District Court on February 7, 2025, found Nazgul guilty under part 2 of Article 337 of the Criminal Code of Kyrgyzstan for abuse of office for personal gain and sentenced her to 3 years and 6 months of imprisonment in a general regime correctional facility, as well as deprived her of the right to hold managerial positions in the education sector for 3 years.

On May 26, 2025, the Appellate Court, reviewing the case, changed the procedure for serving the sentence and applied the amnesty law, releasing the convicted from actual serving of the sentence, while depriving her of the right to hold managerial positions in the education sector for 2 years.

During the cassation review, the convicted's lawyer submitted a complaint; however, the Supreme Court concluded that Nazgul's guilt was proven, there were no procedural violations, and the decisions made by the courts were lawful and justified. Therefore, the cassation appeal was not satisfied.

Additional Details

The court established that starting from October 5, 2022, Nazgul, as the director of Secondary General Education School No. 1 named after M.A. in the Suzak district, violated the approved tariff schedule in the 2022–2023 academic year. She assigned herself 8 hours of teaching load for the subject "Russian Language" without issuing an order for dividing classes into groups, not actually conducting classes and instructing other teachers to fill out class journals on her behalf. As a result, from October 2022 to August 2023, she illegally received a salary.

The total amount of illegally received salary was 111,350 soms and 97 tyiyn, which caused significant material damage to the state.

Continuing her illegal activities, from October to December of the 2023–2024 academic year, Nazgul assigned herself 9 hours of classes in the subjects "Technology" and "Russian Language" in various grades, without the appropriate orders. She also provided false information in official documents and illegally received a salary.

As a result of her actions, the state suffered damage amounting to 31,590 soms.

The defender of the convicted in her cassation appeal requested to overturn the decisions of the first and appellate instances and acquit her.
